Job Description:

  • Collaborates with internal and external personnel (e.g., other administrators, staff, public agencies, community groups, etc.) for the purpose of coordinating activities and programs, resolving issues, and exchanging information concerning assigned functions and related matters.
  • Develops and monitors budget and expenditure allocations for the purpose of ensuring that allocations are accurate, revenues are recorded, expenses are within budget limits and expenditures are authorized in accordance with established limitations.
  • Directs department operations, maintenance services, security operations, and the implementation of new programs and/or processes (e.g., facility utilization, site repairs/construction, preventative maintenance) for the purpose of making recommendations and/or implementing actions that provide services within established timeframes and in compliance with related requirements.
  • Inspects new construction, repair work, grounds, special projects, equipment, work orders, daily maintenance and supplies for the purpose of ensuring that projects are completed efficiently; specifications for major capital improvements are within local/state/federal regulations; and approving inspection reports and payment requests.
  • Responsible for the day-today operations of the student transportation department.
  • Supervises all schedules and routing for regular To/From, special and Early Childhood buses.
  • Manages construction contracts for new facilities and major alterations and/or modernizing of existing facilities for the purpose of ensuring that the work is performed in accordance with specifications, timelines, and budget.
  • Prepares a variety of written materials, including bid documents, memos, correspondence, reports and procedures to document activities and/or convey information.
  • Maintain a good working relationship with all transportation providers.
  • Manages assigned program and/or department responsibilities (e.g., site improvement, grounds, ADA access, fire inspections, safety, etc.) for the purpose of achieving outcomes in relation to organization objectives and ensuring conformance with legal, financial, and district requirements.
  • Oversees the preparation and development of a variety of mandated plans, studies, and reports prepared internally or by retained consultants (e.g., environmental impact report, project applications with the State and local agencies, etc.) for the purpose of complying with regulatory actions, funding requirements, and other established policies.
  • Participates in or presents at professional development meetings, workshops, and seminars for the purpose of conveying and/or gathering information required to perform functions.
  • Performs personnel administrative functions (e.g., interviewing, selecting, evaluation, supervising, training, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel, and achieving objectives within budget.
  • Prepares a wide variety of written materials (e.g., Board agenda items and briefings, contracts for professional services, budgets, property contracts, legislative updates, contract changes, requests for proposals, a variety of narrative and statistical reports related to constructions, maintenance, and modernization of facilities) for the purpose of documenting activities, providing written reference, seeking input, and/or conveying information.
  • Presents information at various meetings for the purpose of communicating information, gaining feedback, and ensuring adherence to established internal controls.
  • Research new products, laws, regulations, etc. for the purpose of recommending purchases, contracts, and maintaining district wide services.
  • Responds to a wide variety of inquiries from staff, district personnel, other community agencies, etc. for the purpose of resolving problems, providing information and/or referring to appropriate personnel.
  • Reviews long-range projections to determine timelines for projects and associated needs (e.g., hiring architects and consultants, financial requirements, etc.) for the purpose of developing plans to assure the timely availability of facilities to maintain a successful education service for students and staff.
  • Supports the Chief Financial Officer in providing technical expertise, information regarding assigned functions for the purpose of formulating and developing policies, procedures, and programs that address the district's needs. OTHER FUNCTIONS:
    • Participates in training for the purpose of providing or receiving information and updating skills as changes occur in the district.
    • Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the school district.
    • Participates in all safety drills and supports the emergency response teams in crisis situations to ensure district readiness in emergency situations.
    • Co-directs all security video surveillance, security cameras, etc. with the Director of Technology. Qualifications
      • Bachelor's Degree in Business, Engineering, General Construction, Architecture, or a related discipline or a combination of education and experience. Any combination of education, training, and/or experience which demonstrates ability to perform the required duties.
      • Demonstrated commitment to valuing diversity, equity and contributing to an inclusion working and operational environment.
      • Successful completion of supplemental courses, accredited training programs, or any other licenses/certificates in facilities, management and/or energy management systems.
      • Job related experience within specialized field with a minimum of five years of increasing levels of responsible full-time professional experience in two or more of the following activities: grounds, facilities maintenance, and construction
      • At least three years of supervisory experience involving public organization facilities maintenance, operations, and construction.
      • Experience in overseeing an asbestos management plan.
      • Working knowledge of local, state, and federal laws related to the operations and maintenance of school facilities.
      • Valid Driver's License and Evidence of insurability
      • Experience working effectively with architects, construction managers, engineers, and contractors in all phases of construction or remodeling projects.
      • Experience with cost estimation of remodeling and facilities improvement projects
      • Experience designing and implementing preventative maintenance programs.
      • Knowledge of building management systems including HVAC and fire alarm controls.
      • Ability to be able to use such transportation software such as VersaTran and Transfinder.
      • Thorough knowledge of the principles and practices of student transportation management including privately contracte programs.
      • Ability to plan and maintain effective system-wide student transportation programs.
      • Experience with planning, coordinating and implementing a district Master Facility Planning.
      • Strong understanding of special needs and regular education bus routing and student database systems.
      • Ability to respond professionally to inquiries or complaints from District staff, parents, regulatory agencies or members of the community in a timely manner.

      • Knowledge of laws and regulations pertaining to student transportation.
      • Skills in administering transportation contracts.
      • Knowledge of preparing and administering transportation operating budget.
